EXPRESSION OF INTEREST
Gilgandra and Coonamble Shire Council's are seeking expressions of interest for 2 x independent members to join the Audit, Risk and Improvement Committee (ARIC).
ABOUT THE ROLE
The role of the ARIC is to:
- Report to Council and provide appropriate advice and recommendations on matters relevant to the Charter.
- Assist by providing independent advice to Council on it fulfilling its responsibilities by ensuring that management has an appropriate governance and business framework in place across the organisation.
- Specifically, the ARIC should advise Council on the following matters:
- Effectiveness of the Enterprise Risk Management Framework in terms of identifying and managing Council’s financial and business risks.
- Effectiveness of key controls including policy, procedure and governance processes.
- Legislative compliance by the organisation.
- Effectiveness of external accountability mechanisms.
- At all times recognise that the primary responsibility for the management of Council rests with the Council and General Manager as defined by the Local Government Act 1993.
- Assist Council to ensure that the services and facilities provided by the Council are managed efficiently and effectively.
- Identify strategies to assist with the continuous improvement of the provision of services and facilities to the community.
- Promote continuous improvement across business processes with a focus on efficiencies and savings.
- The focus of the committee should only by on matters of significance and materiality.
As part of this objective, the ARIC will ensure that there are adequate and effective systems of internal control in place throughout the Councils and will assist in the implementation of the internal and external audit plans.
The role and responsibilities of the ARIC is in accordance with the Terms of Reference, which may be revised or expanded by Council from time to time.

ABOUT YOU
Members of the Committee are expected to:
- Have a high level of personal integrity and ethics, as well as acting honestly and in good faith.
- Attend and actively participate in meetings of the ARIC and contribute the time needed to understand the reports provided.
- Broadly be aware of and understand the relevant legislative and regulatory requirements appropriate to Gilgandra and Coonamble Shire Councils.
- Work collaboratively with other members of the ARIC in achieving the Committee’s objectives.
- Express opinions frankly and ask questions that go to the fundamental core of issues.
- Review the risks, progress, controls, finances and performance surrounding major projects.
- Have an understanding of management principles required, recognising and evaluating the materiality and significance of deviations from good business practices.
- Have strong interpersonal skills, oral and written communication skills, analytical skills, and ability to apply objectivity with sound judgment.
- Comply with the Audit, Risk and Improvement Committee Terms of Reference
- Comply with the Councils’ Code of Conduct.

Coonamble Shire Council is one of the town’s major employers, employing more than 100 people across five departments: Infrastructure, Corporate and Sustainability, Environment, Strategic Planning and Community, Economic Development and Growth, and People Risk and Improvement.
Our Community
Coonamble Local Government Area comprises 9,955 square kilometres in the north-west of the State. It is bounded on one side by the Warrumbungle National Park, and on the other by the Western Plains and Macquarie Marshes. The area offers a combination of rich history and country living.
Some Frequently Asked Questions
How can I ensure I submit the best application possible?
So that your application is competitive, ensure that you submit a current resume, at least two referees with current contact details, a written response to the selection criteria and a short cover letter. When will I be notified of the outcome of the selection process?
Applications are considered against the selection criteria and, if successful, interviews are offered about one to two weeks after the advertised closing date. All applicants who did not gain an interview, are notified via mail at this stage. If successful in gaining an interview, please allow seven working days for Council to contact you after the interview. If you are the successful applicant, you will be contacted via phone. All unsuccessful applicants who were interviewed will be notified in writing.
How do I know if I have been offered an interview?
If successful in the selection process, Council will contact you to arrange a suitable time for an interview shortly after the application closing date.
What do I do if I have left something out of my application?
Information can be added to your application at any time until the closing date. After this time, if you are successful in gaining an interview you can bring any additional information to the interview.
Can I put my application on file for future jobs?
While Council maintains a register of people seeking future employment opportunities, you are encouraged to apply for specific positions as they are advertised. It cannot be guaranteed that you will be considered for a specific position automatically if you have submitted a general application.
